Magnolia Signed Deals for Two Big-Box Corners. Only One Has Its Zoning.

October 29, 2026

The City of Magnolia has signed incentive agreements for big-box anchors at both ends of FM 1488. So why is one of them about to open, while the larger one still doesn't have a council vote on what can be built there?

Zoning accounts for the gap. The incentive deals for these projects have all passed. The planned-development rules that decide what goes on the land are taking longer, and that's why Academy Sports + Outdoors at Spur 149 has posted an opening date while Magnolia Square at FM 1774 is waiting for a December hearing.

The east corner had its zoning settled before construction started

Start with the stretch near FM 1488 and Spur 149.

On Sept. 9, 2025, City Council approved a Chapter 380 economic development agreement worth up to $3.2 million with BCS Magnolia Place. The 28-acre mixed-use project is to be anchored by a home-improvement store of at least 100,000 square feet, and Community Impact reported that the anchor is a Home Depot. At the same meeting, council rezoned 11.5 acres for 300 multifamily units and 16.9 acres for commercial use, The Magnolia Standard reported. The incentive deal and the land-use decision were made the same night.

Five months later, on Feb. 10, 2026, council approved a second, smaller agreement. It's worth up to $750,000 and covers about seven acres near the same intersection, with Capital Retail Properties. It is tied to an Academy of at least 50,000 square feet and requires at least 40 jobs.

Work on the Academy started April 6, 2026, according to its Texas Department of Licensing and Regulation filing. The filing describes a single-story retail building of 55,015 square feet. The store's address is 4353 Magnolia Village Dr., in the Magnolia Village center at the southeast corner of FM 1488 and Spur 149, and Academy's Magnolia store page now says "Opens on 11/14." The state filing still projects construction finishing on Dec. 7, 2026, so treat Nov. 14 as the date Academy has posted. The building may still have finishing work after the doors open.

The Home Depot on the BCS site is still a requirement in an agreement, not a building under construction. Magnolia already has a Home Depot, the West Woodlands store at 6119 FM 1488 near I-45. The BCS store would add a second home-improvement anchor on the west end of town. The BCS agreement came back on the Oct. 13 council agenda with a "corrected Exhibit A legal description," which updates the exhibit describing the land.

The west corner got its incentive deal in February and still has no zoning

Magnolia Square is the largest of the three deals. It's a 59.2-acre mixed-use plan where FM 1488, FM 1774 and Goodson Road meet, presented by LJA Planning & Landscape Architecture for developer Fuqua Blackhawk Ltd. Plans call for retail, dining, grocery and services, along with housing. Council approved its incentive agreement in February. Here's how the zoning has gone since then:

  1. February 2026: Council approves a Chapter 380 agreement worth up to $3 million, including up to $2.3 million in sales-tax payments and up to $700,000 for road improvements.
  2. April 30: Planning and Zoning gives the planned-development district a conditional recommendation.
  3. May 12: Council holds a public hearing and tables the item.
  4. June 16: At a workshop, council goes over its questions, staff comments and the developer's tree mitigation proposal. It takes no vote.
  5. Oct. 13: The planned development agreement is on the council agenda for possible action.
  6. December: The item moves here. According to Dock Line Magazine's recap, Mayor Blair said the city and developer "are not in agreeance yet," so the development agreement needs a new public hearing.

Magnolia Square is also more complicated than the east-side deals. The plan is set up as a planned development district, which lets the city and developer write site-specific rules on building materials, parking, landscaping, lighting, signage, utilities, and allowed and prohibited uses. Phase 1 is commercial, starting with a large retailer and then pad sites. Phase 2 adds multifamily and commercial development east of FM 1488. Main access would be from Goodson Road and FM 1488, and the developer's presentation noted that the FM 1774 bridge limits visibility from that side. As of June, the city had approved a traffic impact analysis and TxDOT was still reviewing it. A drainage study for the southwest corner of FM 1488 and FM 1774 was in final review with the city.

No anchor tenant has been named publicly. The agreement requires at least 100,000 square feet for a big-box anchor and at least 40 jobs.

The city pays only after the stores open

All three of Magnolia's agreements are performance-based. The developer receives a share of the sales tax its own stores collect, and only after they open. For Magnolia Square, payments can't start until the anchor tenant receives a certificate of occupancy, and they run quarterly for up to five years. City attorney Leonard Schneider explained it at the February meeting, as reported by The Magnolia Standard:

If sales taxes are not generated, "then the development does not receive the benefit of that economic ... incentive."

The city owes nothing until there's a store, so an incentive agreement commits no money up front. The zoning is a different kind of decision, because it sets the rules for whatever gets built on the land. For Magnolia Square, that means rules for 59 acres covering parking, signage, permitted uses and more, and the developer's tree mitigation proposal was among the topics at the June workshop. The Standard put the three caps together at $6.95 million in incentive commitments made within twelve months. Two of the three deals are at the Spur 149 intersection, and the largest is at FM 1774.

The same paper also pointed out a tradeoff. A rebated dollar is sales tax that doesn't go to police, streets or drainage while the rebate runs. And a shopper who moves spending from one Magnolia business to a new one hasn't added to the city's tax base. There's an upside too. In its June coverage of the Academy corner, the Standard noted that sales tax collected at Magnolia stores helps fund local services, including the fire district, which receives a share of sales tax.

FM 1488 between the two corners

The road connecting the two projects is also changing, and this work is moving faster than Magnolia Square. FM 1488 is being widened from two lanes to four in two state-funded projects. In TxDOT's August 2026 update, as reported by Community Impact, the $35.35 million section from the Waller County line to FM 1774 was 95% complete, with a third-quarter 2026 target. The $48.3 million section from FM 1774 to west of FM 149 was 70% complete, with completion expected in the fourth quarter of 2027. In other words, construction on the section through town is expected to continue for about another year.

A smaller project is planned between the two big-box sites. NewQuest is marketing Shoppes at Magnolia, about 6,000 square feet of inline and end-cap retail at FM 1488 and Red Creek Circle, next to the Magnolia H-E-B and an existing Elite Dermatology location. My Neighborhood News reported that project materials put traffic on FM 1488 near the site at more than 35,000 vehicles a day. No tenants have been announced, and delivery is estimated for the second quarter of 2027.

Another FM 1488 zoning item also got pushed back in October. A rezoning of 60.05 acres at the northeast corner of Mill Creek Road and FM 1488, from rural to semi-urban residential, was deferred to November by a 3–1 vote after a resident raised questions about the plat and land ownership. Smith Douglas Homes is developing that land as Pinemoor.

Dates to watch

  • Nov. 14: Academy's posted opening date at 4353 Magnolia Village Dr.
  • November council meeting: The Pinemoor rezoning returns.
  • December council meeting: New public hearing on the Magnolia Square planned development agreement.
  • Second quarter of 2027: Estimated delivery for Shoppes at Magnolia.
  • Fourth quarter of 2027: TxDOT's target for the FM 1774 to west-of-FM 149 widening.

Council agendas are posted on the City of Magnolia website before each meeting, and regular sessions include time for public comment. The December hearing is the next public chance to speak on what gets built at FM 1488 and FM 1774.

If you own a home near either corner and want to know how these projects could affect your home's value, I'm happy to go through it with you. Reach out to Tiffany Dixon for a free home valuation, and I'll keep you updated after the December hearing.
